DECRETO 1873 DE 2012. REGLAMENTA EL MECANISMO DE EVALUACIÓN DE PROYECTOS PARA LOS PLANES DEPARTAMENTALES DE AGUA

Mediante la expedición del Decreto 1873 del pasado 10 de septiembre de 2012, el Gobierno Nacional reglamentó el artículo 250 de la Ley 1450 de 2011 (Plan Nacional de Desarrollo) creando el Mecanismo Departamental de Evaluación, Viabilización y Aprobación de Proyectos del Sector de Agua Potable y Saneamiento Básico priorizados en el marco de los Planes Departamentales de Agua y de los programas regionales y/o departamentales que implemente el Ministerio de Vivienda, Ciudad y Territorio.

El citado Decreto crea también un Comité Técnico Departamental de Proyectos, como instancia asesora en el proceso de viabilización y aprobación de los proyectos, establece sus miembros, secretaría técnica y funciones.

Define qué tipo de proyectos son susceptibles de financiación y aquellos que no, los cuales podrán ser presentados por los departamentos, los municipios y distritos, así como lo requisitos para su presentación. Igualmente, establece el procedimiento y plazos de evaluación, viabilizacipón y aprobación de proyectos, quiénes serán los evaluadores y los requisitos de viabilización.

El Decreto comentado le ordena al Ministerio de Vivienda, Ciudad y Territorio expedir una Guía para la presentación, viabilización y aprobación de proyectos ante el Mecanismo Departamental de evaluación y viabilización; al tiempo que impone al Viceministerio de Agua y Saneamiento Básico que, en coordinación con otras entidades del orden nacional y departamental, propicie espacios institucionales para la capacitación, promoción y difusión del Mecanismo Departamental de viabilización de proyectos a que se refiere dicho Decreto y su esquema de operación.

En orden a contribuir a este último propósito, Poder Municipal publica la presente nota invitando a todos los funcionarios del orden territorial a conocer los alcances de la norma analizada a fin de lograr la aprobación de los proyectos que en este campo sean de interés para sus comunidades.
