ELECCIÓN DE PERSONEROS MUNICIPALES – EL DAFP PUBLICA GUÍA PARA CONCURSO PÚBLICO Y ABIERTO DE MÉRITOS

Teniendo en cuenta que los próximos personeros municipales deberán ser elegidos por los concejos a través de un concurso público de méritos, de conformidad con lo establecido en la Ley 1551 de 2012 y lo reglamentado mediante el Decreto 2485 de 2014, el Departamento Administrativo de la Función Pública ha puesto a disposición de los municipios una guía para el concurso público y abierto de méritos para elección de personeros municipales.

En el mismo sentido, el DAFP ha publicado un Manual de análisis de antecedentes, herramientas que servirán como orientación para que los concejos adelanten los citados procesos de selección.

Debe tenerse en cuenta que el Decreto 2485 de 2014 dispone que la elección de todos los personeros del país, incluyendo la de aquellos cargos que hoy se encuentran vacantes, deberá surtir como mínimo las etapas de convocatoria, reclutamiento y pruebas.

Las pruebas incluirán conocimientos académicos, que tendrán un peso de al menos el 60% del total del concurso, competencias laborales, valoración de estudios y experiencia y entrevista. El valor de la prueba de entrevista no podrá superar el 10%.

 La Guía trata los siguientes temas: 1. Aviso de Invitación, 2. Convocatoria, 3. Inscripciones, 4. Publicación Lista de Admitidos y no Admitidos, 5. Aplicación de Pruebas, 6. Lista de elegibles; así como una serie de consideraciones finales dirigidas a los profesionales responsables de la aplicación de las pruebas.

 En el Manual, se orienta sobre la forma de evaluar la educación formal y no formal así como la experiencia de los concursantes.

Finalmente, el DAFP informa que los comentarios relacionados con estos instrumentos y las consultas relacionadas con el concurso de personeros podrán efectuarse al correo electrónico, correopersonero@funcionpublica.gov.co.
